This action shows with the blue popup saying the action has been published to your timeline and also in the activity log on the joomla site, but do not see it on FB test user timeline. Should I link and linked actions in the facebook app developers page

Never Mind. I see them in the activity log on FB, But not on the actual user page. I assume that's how it should be, until its submitted and approved by FB?

Open is probably the test user's name that you're using. That's my best guess at least. Never heard of that.

As for it not showing on the Timeline, that's a recent change from Facebook. You can read more about the change and it's ramifciations in their bug report:

We have an open comment for more clarification on the changes. You can read more about what we think the changes mean in this Open Graph Read actions for Joomla . There are some changes we'll be implementing in an upcoming release of JFBConnect to work with their changes as well.
