I'm not sure how much the settings will help as, again, the commenting is working as expected for me from multiple locations. How many Facebook user's have you tested with? Also, let us know the exact article you're testing with so that we can investigate more about that article to see if there's something odd we can see.

Form a quick look at your pages, everything is configured right, and again, for us, it's working. It makes me think that either there's a restriction on your Facebook account, but it could be anything.
