Sorry for the troubles. The best solution I've found, which may not be great, is to re-verify your account. I haven't gone through that process in a while, so can't help you much, but the last user in this thread posted:
I had the same problem. I had my credit card number to my info and, "oh it's a miracle", now it works. Wish not have had to do this.
I'm assuming that by verifying again, it fixed his issue. I understand that that may not be something you want to go through. If the problem persists, and you want a refund, please fill out the request form in the Services menu above.
