Modal pop up not working Joomla 3.9

We've done testing with earlier versions of 3.9, but haven't tested the full release yet.

As to your issue, can you explain things more as to what is happening? Is it the privacy options for GPDR that are showing at the bottom of the page or is it all forms? Can the forms be seen at all or are they too far off the page?
