I try to use page tab application for Facebook but it does not work.
I have already a SSL certificate for my joomla site. I want to know if I must use SSL certficate specifically for using this feature.
If not, how can I use this page tab ?

Yes, Facebook requires that you have an SSL certificate for your site and that the Secure Tab URL setting is filled in for the Page Tab feature.

Before you click on that link, please make sure that you are logged into Facebook with an administrator of the Page you want the application shown on. The popup will ask you to log into Facebook if you aren't already logged in. Are you logged in? Are you receiving any popup? Are there error messages? If the popup does not come up, are there any messages in the Javascript console of your browser?
