You only need to go through the review process if you're going to setup a Channel that is for normal, registered users of your site. If your channel is for a Facebook Group that you are an admin of, then you don't need to go through the review process at all. Since you're an admin of the Facebook application, you can grant any permissions you want. It's only when you want to request that permission from non-admins of your Facebook app that Facebook wants to understand how you're using the permission more.
If you are setting up a channel for a Facebook user that isn't an admin of your app, all you need to do is take a video (it can be with your phone pointed at your monitor) just showing how you plan to post content to the group using JFBConnect features.
