VK.com new Callback API

Thanks for calling our attention to this. Facebook has a 'subscription' service which allows a site to be notified about change in a user's profile or other things so that the data can be pulled instantly. We haven't added support for Facebook subscriptions yet, but want to. When we do, adding support for VK callbacks would make sense.
