Yes it seems to be a SEF issue as after disabling SEF in System Settings logout was able to work correctly. The SEF plugin seemed to not have an affect on the issue only the SEF system setting. I will do some more troubleshooting with the Joomla Template help to see if there is a known issue somewhere or something I did I am unaware of.

Issue is fixed it was an .htaccess redirect that was causing the issue.
