I'm not sure what that's referring to. Can you provide a link to the documentation where you read that? I believe all it means is that, to use Open Graph, you have to have a website. That's definitely true. You can do testing on a local environment, but to submit your actions, you'll have to have them on a live, publicly accessible website.
Don't worry about the 'static' page comment. I think that's just a mis-use of the word.. Dynamic pages like Joomla work just fine.
