For the Open Graph Action that was posted in the Activity Log, Facebook chooses where that should be displayed: User's Timeline, their ticker, their friends news feed, etc. There's lots of 'social channels' that the action can go to, and it depends on a lot of factors who will see that.
The user can go into their Activity Log and use the circle on the right of each activity to force it to be on their Timeline (or prevent it from being shown). The default is to let Facebook decide automatically. There's no way to change that when posting the action.
As for the text shown in the activity log, that's a quick synopsis of the action, and not necessarily the information that will be used when shown in a feed or ticker. It's more meant for a quick glance of all the actions posted, not specific information on the action itself.
