That's a custom plugin we wrote that looks in our subscription tables to see if the user has an active subscription. It's not publicly available, but the code is basically just a SQL query with a little PHP logic around it.
It's also very specific to our cart software, Ambra Subscriptions, which isn't something we'd recommend at all.. so our code wouldn't be terribly useful for whatever you're using to manage subscriptions on your site.
