Never heard of that issue, in all honesty. The only things I can imagine is that the template isn't allowing the div to stretch properly, or there's a Javascript error. However, both would affect subsequent comments as well.
Can you post, or Private Message a URL to a page with comments (preferably none) so we can look at the code and test?
