You may want to set the "Disable SSL Certificate Validation:" option to "Yes" in the Facebook API tab of the configuration area of JFBConnect. That will help mitigate some problems when connecting over SSL to Facebook as well as decrease the overall connection time when communicating with them. It's not ideal to leave that setting off permanently, but if you leave it off for a day or so and see an improvement, it will help localize the problem a bit.
The other options are a slow internet connect at your webhost, or very distant location to the nearest Facebook server from it. Or, a bad DNS router at the server host that's having issues looking up the IP addresses for Facebook's servers. This second problem with the DNS is more common than it should be with mis-configured settings at hosting companies, but out of our hands to fix, unfortunately.
