How to re-perform?
1. Create guest user access level as described here: docs.joomla.org/Access_Control_List/1.6-...nu_Items_and_Modules
2. Create two modules sclogin on two different module positions.
3. Assign to both user access "Guest"

The bug:
When the user is not logged-in, it is expected that both modules should be displayed.
The result:
Neither of the modules is displayed.
When assigning one of the modules to another access level, both work fine.

We haven't tested with that exact set of instructions, but the choice to show (or not show) modules is completely up to Joomla. There isn't anything else that should be necessary to do within our modules to make it work.. if you think about it, our module shouldn't need to know about your Access Levels, Joomla really just tells us what to do.

Well try to setup a test on a development site to see if we can recreate it. Until then though, can you try out other modules and see if they properly show when set to the Guest access level?
