I think the main issue is the line below from their response:
The content should have a user-generated component or the user needs to be taken out of the natural flow of the app in order to make a conscious decision to publish the story back to Facebook.
If there's no 'message' a user can customize before the post or a separate popup or redirection to a new page, it sounds like Facebook won't consider that an Explicitly Shared action.
