That's not possible through configuration options. JFBConnect uses a content plugin to automatically insert the buttons. The plugin is handed the contents of the article (not including title) and we are allowed to insert text before or after the contents of that article. Anything outside of that area is not something we can modify.
If you really need the buttons on top, you'd need to modify your template or the article view template to do that and add the {JFBCLike} {SCGooglePlusOne} etc tags as necessary.
