Are you looking in the standard Joomla User Manager? If so, the behavior you describe is correct:
* They are blocked because the user hasn't activated their account yet
* Only admins should have the "Receive System Emails" setting enabled. System Emails are things like "New User Registered on Site" or other administrator notifications of activities on your site. It does -not- mean that the user can't receive any emails from your system.
As for why the emails aren't getting sent for an hour, I don't have a clue why that would be. That's not coming from JFBConnect, as we have no mail queue or other way to store emails. Once they need to be sent, we send them, and it's up to your server to deliver them on time.
