That's not an error we're familiar with, and looks to be a hosting configuration issue. Are you able to install other extensions normally? Are you running the latest version of Joomla 1.5 (1.5.23?)
Finally, is this only with the component installation, and if so, can you try installing one of our social modules and see if you run into the same issue?
I see you're running on a Windows host. We test the installations in Windows, but there are times when it causes problems either due to permissions issues or other transfer issues.
