Where do I download the files for New version JFB 3.1 ???

You need to be a subscriber to get the newest release. Once you subscribe, all the files will be available in your "My Subscriptions" area. This includes the main component along with the Like, Fanbox, Comments module, all the other social widgets and the Profile plugins for JomSocial, Community Builder, K2, Agora, and Kunena.

I know you emailed me about this earlier. You have a valid subscription and should be able to download all related extensions for JFBConnect. Please let me know if you're still having issues.
