I have manually placed the JFBCLike plugin in several articles and 3rd party templates. It displays and functions fine -- but does not honor ANY of the settings I have set in the plugin manager. There, I have specified...
Layout Style = Button Count
Width = 90

I have experimented with other parameters (e.g., setting "Verb to Display" to Recommend, etc) but still, no change in the output.

I suspect this is a bug? Or, am I missing something? Thanks in advance for your reply!

Hmm. This the 2nd questions we've had about the Like tag recently. Just to make sure, you mention you're using the plugin, so I'm assuming you're entering the JFBCLike {} tag. If you're using the module, let us know, because I just tested with that, and the parameters are working for us. If that's the case, you'll probably need to send us the URL of the problematic page so we can see the HTML that's being generated.

As for the{} tag, my guess is that you're not being picky enough about what you're putting in as the parameters. The parameters are case sensitive, there should be no spaces in the parameter itself or between the = and value. So, for a few of the parameters, it should look like:
layout=button_count width=450

Hope that answers your question, but if not, let us know and we'll get to the bottom of it. If there is a bug, we'll get it fixed quickly. Thanks!

P.S. We have a task for ourselves to make the tags less picky (be ok with a space between the parameter=value, case insensitive, etc). Just wanted to let you know that it will hopefully be easier in the future..
