Some questions about changing lang. & error msg.

For Q7, please forget all coding discussion before first. It is a simple problem.
I can set the position on the top or bottom for the comment box, right?
I go to administrative panal to set the position to the bottom (for Category only) but it still show the comment box in the top.

the setting cannot be shown as the following structure.
************************
--> LIKE BOX
--> category content
--> comment box
************************

It means when I set the position for the Category to the top or bottom are the same. As my English is not good, hope you understand what I mean.
