Topic-icon Modal popup not functioning

I'm using the latest version ( 9.1.82 I believe, and the button is just a visual button.  It has no behavior.  Jquery is enabled.  You can see the behavior here ( kuj5.klasusers.com/ ), its the top login thats malfunctioning.  How can we address this?
modal popup is set to on in login view settings.

You have a div (homepage-header) that's blocking the clicking to the sclogin div. If I put a z-index of 100000 on the .module.sclogin.float-end element, I can click and the modal will pop up.

One last question. There is a purple border around the ? that I can't seem to find in FF

I do not see the outline when I visit your page, so I'm assuming you've resolved the issue.
