1) We work with JomSocial, but we don't natively assign any points for the user. When a user logs in through Facebook (using JFBConnect), they are treated like a normal Joomla user, so any actions that award points will work with a JFBConnect user.
2) Absolutely. We use different language files and configuration options throughout the component, and everything you see should be customizeable very easily to your language. All of the Social modules (Like, Fan, Comments) are automatically translated by Facebook to your Joomla language, so if you need specific language strings, there aren't a whole lot that you'd need to configure.
