The Comment and Like plugin/modules are supposed to be page specific. Therefore, you can place it on any page (regardless of type of component) and it will let the user Like or Comment on that page.
I say supposed to because the Release Candidate 2 version right now is not correctly specifying to be unique per page, so the comment or like is site wide. That will be fixed in the stable release of the social plugins due next week.
