Unfortunately, all Facebook Comments are associated with a URL. When you change that structure, the comments will still be associated with the 'old' URL, and there's no way to migrate them to the new one. A similar situation happens with search rankings for the old page, though there are ways to redirect from the old to the new that aren't possible with comments.
For seeing which pages the comments are associated with, if you're in the Comment Moderator Tool (
developers.facebook.com/tools/comments), you can click on the Moderator View. Then, each comment will have a "View Website" link underneath which will show you the specific URL that is associated with the comment.
As for the comment module not showing in the English version, can you send a link to the page that they should be on? Once we have a look at the code on the page, we can usually diagnose those types of issues quickly.
