In the upcoming v5.2 release of JFBConnect, we'll have a new option to set the position of the social login buttons (top/bottom) as well as a text string that can be used. I'd say wait for that release around the beginning of November to move the buttons around on the login form.
For JomSocial, you'd need to edit the template file in the login section to move the buttons. They add our buttons automatically and not something we directly control. If you need help finding the template file to edit, let me know, and we can look.
