JFBConnect will work with that old of a version of Joomla, though I'd highly, highly recommend upgrading. There are multiple well known security issues with releases that old that will likely cause you issues if you're running in a production environment.
As for JomSocial, yes, it should work. However, some features that we have settings for, like the Multi-profile support in JomSocial 2.0+ won't have any function. In all honesty, there may be an issue you run into here or there, but we'd be able to help you comment out any JomSocial 2.0+ code that causes problems to get most of the other functionality working.
So, in general, yes, it should work, but all features and functions for JomSocial profile integration may not work. All other features of JFBConnect should work just fine with your version of Joomla.
