Hello,
here are some answers to your questions:

JReviews, uses Joomla Content to store its data, so basically adding FB comments to JReviews is the same as adding FB Comments to Joomla's articles - so JFBC should work.
hoisau wrote: Also, will the user get notifications that other people have commented/replied to their comments through facebook?
JFBC integrates FB Comments, and when some user makes a comments, it's after all a FB Comment - so that user should get a notification (probably from within FB) that some1 else has replied to him.
hoisau wrote: One more thing, will I be able to moderate these comments should someone post something offensive?
yes, as part of the FB Comments API you get the privilege to be a Comment Moderator.

Well, since JFBC fully integrates with Joomla's Users (or any other Joomla Profile you might want to use), this topic is strictly Joomla related, and has little to do with JFBC.
you could use many methods to block unwanted users, like this one:
docs.joomla.org/Dealing_with_a_problem_user
there might be many other methods (probable in the JED) that might require you to install an extensions (i.e CB has it's own block mechanism).
Hope that helps.
