Generally, before approved, the actions will only go into the user's "Activity Log" area of Facebook. The read action is considered 'very light' engagement by Facebook and usually won't show up in the user's actual Timeline, even if approved. It can show up in other social channels, like the friend ticker.
We have seen some strange behavior with the news.reads action lately where it doesn't even show up in the Activity Log. This seems to be a change on Facebook's part, which we're investigating, but I don't have any real answers as to why that would be. If the 'blue box' appears and the 'submit' button is available for the action (meaning Facebook detects a successful test), I can only suggest trying to submit it. If it gets denied, you may have a better explanation as to why it was denied.
