The Fan module is restricted in customizations possible to it. The border color can be set to any color you want. It depends on if you're using the {JFBCFan} tag or the module, but there is a border_color option in the tag and a parameter in the module.
As for the text color, there aren't any options to style this. You can only choose the Light or Dark color scheme. We'll definitely agree that the grey text on black background isn't perfect, but unfortunately, that's not something we can fix.
