To start, Facebook, of course, has their own features on their site that aren't always available to everyone.
However, this is something we're looking into adding. By default, Facebook allows you to send Requests to the same user. From quick research, it does seem possible to hide users completely from the Request popup, but it's not an automatic thing we just enable. We'll have to parse out all the users the request has been sent to from the current user and explicitly remove them.
Again, it's something we're looking into as an option, but likely won't be available until at least the next big release.
